Unable to Take charge on children troubling parents in Europe ??

Iam Asian and many of my relatives are living in European countries. Big problem which they they facing is that they can't take charge on their children even if whatever they do ... They say that they have no control on their children due to the reason that their law does not permit them to take charge on their children and due to the reason their children even if adopt bad company cannot be stooped ... To be neutral do u think that this law is very bad on part of parents ???
