How to Build a PTC site

I'm looking for information on how to build an effective PTC site, also how much does it cost, to build and maintain it, and how to get advertisers etc. I would love to hear from everyone who has ideas, also any one who owns PTC sites. I've been doing my google search, but i need more info.
