The only place I've eaten ice cream at (that you have listed) is Baskin Robbins. They have really good flavors, and toppings as well. I love their ice cream cakes :)

If you are talking about fudge candy, homemade, the best anywhere, it would have to be Mackinac Island Fudge in Upper Michigan in the United States. They make it fresh everyday in the summer time and it is awesome.
If you are asking about ice cream, my vote is for Hogindaaz (I'm not sure if that's how you spell it??)!
