The Van Halen Belt

Since the Moon orbits the Earth, does it also enjoys some degree of protection from solar winds by the Van Halen Belt, which also protects our planet? Some conspiracy theorists have suggested that man setting foot on the Moon would have been impossible for the high radioactivity that would exist on its surface, since it is deemed fully exposed to solar winds. What do you think?
