Adsense Payment on Hold

Anyone got blogspot account here experience this kind of problem? I have $16.31 as my earning but the message "Your payment on hold. Action is required to release payment" the action that i have to do is to enter the PIN, which they said will be sent to the physical address or place you are currently living. I never receive such postcard until now. I live in a province of Mindoro "The land of Tamaraw" somewhere in Phillippines. So i decided to request for another one, but since i need to wait 3-6 weeks for the delivery, i wanted to ask adsense helpdest for this but it think it's still premature, since it's only a few days ago. So I decided to ask here, maybe someone here have encountered similar problem. If in any case i never recieved such postcard with PIN again, is there any other method/way to be sure that it will be delivered to my address?
