actually learning english take years and you use it in your daily communication. For fluency its not really that you will get 100% just by learning unless you live in an english country like US, UK, Canada and Australia coz you will adopt their way of speaking. but if your not then better watch english movie at home for proper pronounciation and fluency, in there you can also pick up more english vocabulary.

The best way to get to know how to speak a language is if you go to a country and start speaking it there. I would recommend this a lot. Speaking with native people of a language really helps however its not always possible. I would suggest you to start reading a lot even if easy reader books. You may also start watching some television for example, English news etc. There are many tips for you to do and all are great!But I think that practice is the best way!

Hi friend, We can improve fluency in english in different ways to learn a good english language.You read a newspaper daily and habit of it while reading you have to read slowly like that you can be fluency in english spoken. I am having a english videos and audios i will be regular practicing the spoken english.Read novel books,magazines like you can improve a good fluency in spoken english.

Practice, my friend. Listen to the nuances of the people who speak it well. Read up on grammar and pronunciation.

oh I am wondering for the answer of this question too,Iam Chinese and I jion in mylot for a better environment for English stuy.One of my teacher has told me that if I want to improve my spoken english I should increase my listening english first.
