Tissue paper or wash with water and soap?

After using the bathroom to pee or s**t, do you use toilet paper to wipe your private part / a*s or do you use water and soap instead? I prefer water and soap and I've been trained to do this since I was a kid. Others, especially those living on the west prefers to use tissue. I want to know why they prefer tissue and if it makes them feel cleaner compare to using soap and water.
I've tried using tissue as well but I don't feel clean at all..

I hate using tissue. I use water and soap at home, but I try to make good at the mall or something. I don't feel clean with a tissue paper. It doesn't remove your bowels from your bowl department, catch my drift? I always wash with water and soap again when I come home.

we use water and soap at home.
but we cannot help if we chance upon feeling like answering the call of nature outside our homes, like the mall or restaurants. we just have to make do with what is available.
we make sure we bring wet wipes or baby wipes in lieu of soap and water.

I always wash with water and soap, after i pee and removing my bowels, to clean my private part, to be clean and smell good.
