Check with your local broadband and cellphone service company. Sometimes there are cheap packages and they might even include a notebook computer. Or go to 2nd hand shops and look for a reasonably priced one. If there is a broadband prepaid service, opt for it..

Hey man,I think the second hand should be a nice point and reasonble choise to me just as the cost is concerned, but you know,if there is some quality assurance such as 2 year free maintenance or something like that, that's perfect and just what I want.Acutally I am a guy who likes calculating the cost and PC cost per day to me is really quite important.Maybe that's the only factor to make me make the decision to spend money to get such PCS bought.

That's right, man... it's best to do our calculations first before buying something or getting a particular service.

Well for cheapest pc, go for a netbook rather than having a complete desktop. Netbook is portable, looks like a small laptop and can do basic tasks like surfing, downloading, playing musics and videos and much more. And for broadband, contact your nearest area service provider or any company which offers broadband services in your state. That may depend upon the availability and requirement whether you required a wired connection or a wireless or a 3G connection.

try getting computer with ubuntu instead of windows, it's much cheaper and ubuntu works almost the same way as windows, but much better. Ubuntu is free, so when you are buying computer with ubuntu you are not paying for a super expensive operating systen on the computer. plus ubuntu doesn't require as much space, so you don't have to get computer with tons of memory.
