1centemails could not request cashout - is it a scam site?

Hi mylotters, just now I reached 10 dollars cashout linit in 1centemails but could request cashout.It clearly stated above the "request payout" buttone that the free member can request cashout after the balance is exceeding 10 dollars but my "request cashout" button is still grey and could not request. Iam feeling bad,any guys give advice or opinions? Regards Sunny
