How long does it take the average person to recognize the light has changed?

Maybe it's my roadrage (yes I admit it, lol), but I've noticed it take some people like a minute to recognize the light has changed. Is this slow processing on the individual or maybe I have a faster processing skill for lights...lol..meaning when I see the other light is turning yellow, that's my signal to get ready to go because my light is about to change green... What about you? Have you ever experienced someone taking forever to go after the light has changed?

Usually if it's more than a few seconds, it's because they're not paying attention. IN which case, it's certainly acceptable to tap the horn and let them know...
