Driving while talking on the phone or texting, easily distracted

Ok, I guess many people might already knew that warning about talking on the phone while driving, or inputing texting. But people are still doing it, and they are easily be distracted while on the road. On many occasions, I saw people stop at the red light and chatting the phone. While the light turning into green, they don't look, until somebody horn them into attention. Today too, I saw the guy was chatting on phone where he suppose to make a left turn in the center lane; until the cars behind horn him to attention, that he knew that he suppose turn. I meant, come on, if you want to chat on the phone, at least, you have to look up the signal. Don't block the traffic right?
