Unionbank and Paypal concerns

Hi all! I address this discussion towards the Filipino community here in mylot. I applied for an Eon Cyber account in one of the Unionbank branches here in Metro Manila last September 9 of this year. I was lucky to get the card in a week then I enrolled it in the Cyber account after the activation. I deposited almost $8(400 pesos) in the account. I received an email that my cyber account is already approved. I logged in the unionbanks cyber account and filled in the necessary information. All is going well until it's time to link it to my paypal account and get verified. This error appears every time I try to link my debit card: "This credit card has been denied by the bank that issued your credit card... and so on" I've been trying this for the whole week now but to no avail I could not get my paypal verified. Can someone enlighten me on what I'm doing wrong? Thanks every input would be appreciated:)
