Is fashion means minimizing your clothes????

1930's fashion : girls use to wear nice white frock loolking like a fairy lady
1950's fashion : girls started wearing jeans just like men to look like cow boys.
Then on wards minimizing the size of clothes has started . later shorts again later skirts so on and finally bikinis.
Is fashion really means minimizing the clothes???
please justisfy your answer
If i am wrong then explain what is fashion according to you.....

there are dresses which are fully covered and look as good as the short ones too.
Skirts look cool but if less than that looks weird on anyone and bad too.
fashion means to look good but now the meaning is changing, it means to show off skin for fame and money.
