cyber-bullying, an issue or not?

just saw this article: http://www.switched.com/10/19/bully-web-site-lands-missouri-teen-in-jail it made me think. is cyber-bullying something that we should really go after and penalize? or is this a violation of civil rights and petty? personally, i believe certain forms of electronic harrassment, especially regarding identity theft, should be illegal. but on the other hand, no one should be worried about being arrested for trolling/flaming/arguing online, thats taking things too far.

Non-personal bullying. Ie for example calling someone around here a muppet isn't even a crime since I don't know that person and it isn't even worthy calling that an insult. But if you tell somebody on msn that you're going to shoot him after school or that he isn't worthy to life and you know him in real life, then yes it is bullying/threatening and should be punished.
