It's too much,that every 75% of the new users always start discussions on promoting their sites....Do you observe that....

I would agree. There are a lot of discussions that promote earning sites. I don't always respond to them. If I find a peice of information that I have not heard before I might respond but usually the discussion has already been done so many times it is boring to me. I think this is a good way to try and get referrals and people most likely have some success with it.
