I'm newly have my card in Union Bank eon card, its a debit card. There are only few requirements in opening that debit card. After you filled-up you just wait for 2 week then you can have your card.

im new here in myLot.. and i just want to clarify something. reading thru your discussion, is it alright for me to assume that PayPal is indeed available for us here in the Philippines? And that the list provided by myLot regarding the only countries where PayPal is available is not updated? (Philippines is not included in their list) If so, then does your earning really come in?
