No, to anyone outside the US, associated content only pays performance incentive. Indian writers are not eligible for upfront payment till now. I hope this limitation to be lifted soon.

Hi Robotix, Associated Content pays upfront payments only for U.S. residents. You are eligible only for performance based payments. They pay $1.50 for every 1000 page views.
