Getting Cadets On Duty

Hi all, I am a cadet (aged between 10 and 18) with St John Ambulance, a first aid organisation. Recently, I have been asked by the leader of my division to figure out why cadets do not often go on duty. Going on duty means going out to a local event - you sign up beforehand - and being there in case someone needs first aid. As I am one of the more committed cadets, I go on duty quite a lot, so I cannot imagine why not many cadets go on duty, so I need your help. Also, when I asked my cousin, who is not a member of St John Ambulance, what he thought,h e replied that duties don't seem incredibly rewarding, duties seem pretty time-consuming and duties don't seem to be much point. Could you possibly help me think of why cadets would not go on duty, and, if possible, how to resolve these problems? Thank you, Corporal Wolfy.
