Better teachers or more funding, which one is needed the most?

According to one study I just read recently, there is about 50% turnover rate for teachers on the 1st year of their job is because they fell that there had been lack of administrative support and low salary. Better support doesn't exist because of the fundings isn't there for the teacher's development. In order to have a better education, which one do you think is best needed for our school today? better teacher or more funding?
