Overlooking Tiger's Real Issue in the Crash

Why are we focusing upon whom Tiger was with before and after the accident? This issue is how the truck was damaged, how Tiger ended up incoherently on somebody's front lawn, and most importantly WHY? Why was Tiger involved in a crash? With this state relying so heavily upon DUIs as a source of income, and all signs pointing to the fact that Tiger was intoxicated...WHY IS HE NOT BEING CHARGED WITH DRIVING UNDER THE INFLUENCE? WHY IS HIS BLATANT DISREGARD-by getting behind the wheel of a car in that state-FOR HUMAN LIFE (EVEN HIS OWN) NOT BEING SCRUTINIZED?
