those darn chickens/ hens!! am i in the wrong here?

OKay i live in a small town , but i live in the center of town on a nice quiet road with little traffic.. my house is on the corner of a dead end street. 3 houses up one of my neighbors have chickens/hens that he just lets roam around ALL DAY wether he is home or not.. i have a golden retriever/chow that is leashed up while he is outside until we get the fence put up in the spring.. Well when i walk my daughter to school in the morning the chickens decide to roam around and one of them follows us a good amount of the way, as we get closer to school traffic tends to be heavier so i try to shoo the chickens back towards there house.. Well throughout the day they come into MY yard and my dog goes nuts.. he can only go so far and one time he almost managed to get one of them.. the neighbor came over and started yelling at me that i should be more attentive towards my dog that i was being careless letting my dog go after the chicken like that!!.. WHAT!?!?! his chickens live up the road 3 houses away they should be in a fenced yard or coop and they are not but they are on MY property and i should tend to my dog more which is leashed up on MY property?? i told him that i dont wanna hear it if my dog manages to get one of his chickens that he was dumb to allow them to wander off an about.. he just kind of rolled his eyes and said if my dog managed to get one of his chickens id be sorry.... WHAT???!!!

I say report the person who owns the chickens. I don't know where you're from, but unless they live on a priveltly owned farm miles from civilation its not even legel for the chickens to be running around like that. You've been the responsible one, not him. You can't be held accountable for what your dog does if your nebor isn't smart enough to protect his animals.
