Traffic officers just sit down in the corner!

I went to the grocery just yesterday and as I went to the other streets I noticed bunch of people looking at something. I just knew that there was a car accident. No traffic aids were there who are supposed to attend to that mess. when I reach at the next corner, I saw four traffic officers just sitting down at the corners. Some people had told them that there was an accident at the next block but they don’t seem to act readily. I felt disgusted on this kind of officers. They are public servants and they’re doing their job well!
