why google used same name for the os and web browser?

google used same name google chrome for their os and their web browser,
it is making more confusion in the mind of users.
many in mylot speaks about google crome browser when they are asked to respond for google chrome os.
actually have google launched the google chrome os full version?

I think this confusion is exactly what the provider mean. In this way, they can attract the web browser users to try the new os. I may concern also the copyright declaration procedure : Assigning a new name may take more time and an extra money to be accepted.
