What are PTC programs? Are they like PPC programs?

I have done a little affiliate marketing for the past three months so I'm really still a rookie, but i am always looking to make money with new ideas. I don't know what PTC programs do or are. So please direct me to a site where this can be explained in detail. If you happen to be able to explain it in a discussion without mentioning the website then go ahead, please.
