Starting a new task in Mylot.

Can anybody tell me, how to start a new task in MyLot. I mean to say that I want to put an advt, in the task section, so that others can do the tasks.(I hope I got the meaning right)This will be basically directed towards Indian members, and not international, since I am concentrating on an Indian site.
Do I need to have sufficient money in my PayPal account before starting this tasks? Kindly help me with sufficient information.

I might have asked in separate discussion. Just asking here to get answers. I couldn't type anything in task page. Each task has some procedure and as final step it ask for login information. But i couldn't enter any information. The task is for international users only. Am i missing something?
