How to create Facebook Apps? Is there any easy way withour coding?

I have heard that one can make money by creating Facebook apps and promoting one's websites or products/services. But, I have noticed that creating Facebook apps requires you to have a good grasp in Ruby and Rails. Isn't there any software/template to create ready made facebook apps without any coding?
