There is a car chase in Southern California, what causes people to act this way? People can get hurt!

Well.. When I think it was in the year 1995? Someone stole a tank (yes those tanks you see in war/army) was running rampaging through San Diego (Southern California).. You think car chase is dangerous.. Tanks are worse =) http://www.youtube.com/watch?v=0AcVSEY2DP0
