"honestly is the best policy"

There is an English Proverb which says "HONESTLY IS THE BEST POLICY".It signifies the emportant of honestly,,.What are the benefits of honestly? IF you were honest to other they were also honest to you in return..
Is this proverb applies in our Officials in different countries..,any comments?
