Is it ok for a girl to tell her feeling (in love) to a guy?

I am involve in counseling especially teenagers...and most of the problems are love or specifically being in love with someone. This certain young woman accidentally fell in love to the guy he considered older brother for many. At first everything is going well, no malice at all...until one time that they watched movie...and the guy kissed her. After that, nothing seems happened, no apology or whatever. But deep inside this young lady...she fell in love with the guy. But the guy started to avoid her...this poor young lady was left with her feeling unsaid. Will she tell her feeling to the guy or keep it to herself?

I thought this has become a norm these days? Most young ladies are not shy to reveal their love for a guy. Afterall, isn't it an agonizing experience to have love for someone but because of certain reasons, not able to make it known to the other party?

Will she? Who can really say what another person will do? I think she should tell him though.. Cause if she doesn't she might live to regret it for the rest of her life. It's better to say something than to risk never saying it or waiting till it's too late. You never know. This guy.. he could be the one.
