Migrating? What will be the deciding factor on which country it will be?

Why would you choose one particular country over another one in the process of deciding where your new home would be? Do you love the country and its culture? Or is it due to how much benefits the government of that country is offering you to settle in their country? Personally, if I have a chance to migrate, I would choose a country that appeals to me with her culture and lifestyle. Monetary opportunities is not the deciding factor. Although I have met many a immigrant who laments about the lack of benefits that appeal them and shove off to the next country to try their luck out.
