adult literacy programmes to focus on female education

as per a government report released on august 20 , 09 , India will restrict its adult education programmes to districts where female literacy is less than 50 percent.the report also maintained that the central government would involve state government for the first time in these programmes . in this regard HRD minister Mr kapil sibal said that the national literacy mission , which covers all the 604 districts of India would now be implemented in only 374 districts where more than half the woman are illiterate . it implies that states like Kerala , which has no such districts will no longer see the scheme.so whta do you say is it good for india..to spread education for women..??

Its bad.They should cover all parts of India.If they have any financial problem then they must try to cover all India into their scheme slowly.
