How do you get a rating on My Lot?

I was reading a couple of discussion about ratings. I am new here and don't know how you get ratings or how you give them. Sorry if I sound dumb there is a lot to learn here and the more I log on the more info I learn about My Lot. Right now I have no rating. If someone can explain the pros and cons love to hear from you.
