How to apply for PayPal Debit Card?

Hello friends, Recently I came to know from paypal that they offer free debit card to withdraw funds from paypal. https://www.paypal.com/cgi-bin/webscr?cmd=xpt/cps/account/DCIntro-outside But I don't finding any link where to request for this card. I have read many forum and webpages and I only came to know that they offer this service for verified premier and business users. I have an verified premier account but can't find the link. Can anyone help me to find the link to request for that card? I'm curiously waiting. Thanks.

Hi Rsfmkta! PayPal debit card is issued only to USA members. Others don't have the chance to apply for PayPal Debit Card. In future they might allow that but for now it is for only US members. Happy Mylotting!

Owww.... Too bad...I've been expecting to have a paypal debit card so that no bank transfer transaction since I do not have a bank account...

Oh! I thought I could have a debit card and could withdraw money ever easily. Well, PayPal should start this service in all the other countries because why US member will only get benefit???
