Water or electricity?

Now we experienced rotating brown-out and scarcity of water. Which one would you able to bear a little, scarcity of water or electricity? For me it's water, I can survive without electricity for awhile but water no way!

I think it depends, cause we need electricity to have water cause we're using water pump... So I prefer having electricity so that we will have both.
