Are Flight Times on Bing Travel or Expedia Based on Local or Airport Times?

I'm buying plane tickets for someone who lives out of state and has a different time zone than my state does. I was planning on buying tickets using Bing Travel, but I was wondering if the flight times listed were based off of my local time or according to the time of the airport the person is flying from. Thanks in advance for your help!
