Anthony Sowell serial killer

How many people have to report before the police might look at the issue?
I was going to post A story, instead, I am posting a link to a bunch. 11 bodies decomposing in the man's basement. Neighbors were complaining since 2006. He was finally arrested in November of 2009.
I am so disgusted I don't know what to say. The police said they did their job.

I am not here to defend the cops.
I don't think it is an easy task to identify a serial killer.
They appear as normal persons. They can be anyone of us. Most
of them had stable relationships, even married and had kids.
So detecting who is a serial killer is not an easy task. I
do believe that the police could have done more in this case.
There was a woman who tried to report a rape and her claim
fell on daf ears.
The woman said she tried to tell police as recently as December when she was arrested on a warrant for an old open container ticket, that Sowell had raped her. The woman said the officers laughed at her.
I believe that the cops could have done a lot more in this case
