How to pass a class that is almost lost?

I decided to challenge myself this year and take AP Biology, Apparently, that was the worst idea I've ever had because I can't manage to do well, at all. Last week I had this test, one that was supposed to be relatively easier than normal, and I was sure I would do fine, and I got a 60. Our teacher bives us giant packets of information which we go over in class, but he also rarely assigns us homework. So with actually "learning" the material, we're forced to study it all on our own. Which I'm aware is what it will be like in college, which is awesome, but I need to pass this class. I've tried a bunch of different studying methods: flash cards, making my own worksheets, making the process of photosynthesis into a story, etc.... Apparently none of it is working. I just can't retain all this information. I'm desperate. I don't know what to do. This is driving me insane. Please help!!!
