msn goes offline every 10 minutes? but why?

i use windows live messanger to chat with my friends. but since two days ago it gets offline a lot. dont know why. i reinstalled windows and the software but the problem stays the same. can it be a probelm with my connection? (but i can access internet without a problem) can it be an issue with my router?
