Where is the robot ethics charter?

Hey guys, I am writing a research paper about robotics and ethics. My theses statement is [...] I will illustrate the necessity of ethics in the application of robots. And now my problem is that I was hoping on studying the proposed ethics charter that the South Korean gouvernement supposedly created in 2008. And now where is it... No where to be found. I don't know what to do, information about my subject is so hard to find now. What do you think I should do? I should mention that this is my first research paper and that I am only a high-school student. Thank you.
