easy steps to make a blog and how to increase the page ranking?

hi! well, I really don't know how can you create a blog, because I have never done this. i prefer the websites and think they are more helpful. bt if you want to create your own blog, i think in the net there are alot of video lessons how to make it. and fr the ranking use some traffic exchange site, to make it popular using the credits you will win from the site!
