How to increase my PR

hi guys.. i have started a new blog..
i want to increase the PR of that blog.. i dunno how to do that..
i know the best way to do this is by building back links.. but the problem is i dunno from where i should start..
mylotters please help me with this..

Find your main keyword for your blog and write good unique quality content with this keyword included.
Set up meta tags for description and keywords.
Build backlink by commenting on others blogs but don't spam! Build link with social bookmarketing, dofollow blog, signatures onn forums, write articles with your link and submit them to articles directories.
You can also build backlink by submit your blog to blog directories, ect...
