Doubts about adsense...

I was checking some sites who has adsense and they are promoting ptc sites but when you are signing up in adsense , they say it is not allowed to promote sites for click .
Aren't they cancel these all sites ? Or all people are promoting ptc sites and adsense don't have problems with Adsense.
