What do you think about Liberty reserve's referral system ?

If you have 10$ in your liberty reserve account , then you can participate in its referral program . If you refer a friend , the you will get 0.25$ and the person you referred also gets 0.05$ . SO it is a win - win situation . What do you think about this ?
