I want to make a nice free website with abilities to upload and download for everyone. Maybe people could sign up to it?

If you are a skillful programmer then you can create a website that features those that you have mentioned. However, if you do not have the knowledge and skills to do it then you have to buy a ready made script of hire a professional programmer to do the coding for you. Basing on the features that you have mentioned, are you trying to make a website similar to RapidShare or Hotfile?
