What is “OSHA-CEIL”?

I know OSHA is the abbreviation for Occupational Safety and Health Act.What is CEIL? And its standard is NE,what does "NE" mean?

I have heard that the term OSHA-CEIL stands for OSHA-Ceiling. Or the maximum allowable exposure limit. These are the maximum tolerable fumes before a health risk is determined.
Not sure what the NE stands for, but I would bet it has something to do with concentration.
