President of the Philippines run for congress, what on earth is her reason?

I need FOREIGN people to reply on this. The Philippines out-going President ran for congress and won. I just wanna ask you, WHY ON EARTH WOULD AN OUT-GOING PRESIDENT WANTS TO GO TO A LOWER POSITION LIKE CONGRESS? She was the most powerful person in country, then she run for congress, is it because there are things that she wasn't able to do when she was the president and now she'll do it in congress? HUH!!? FYI: President in the Philippines has only one term allowed by Law.
