I need suggestions for toning my fat arms.

I would appreciate all suggestions with regard to toning my fat upper arms. Please keep in mind that i can not afford a gym, but I do have some small free weight dumbells. I would like to be able to wear sleeveless shirts and maybe even spaghetti strapped blouses if I could tone up my slopy shoulders. I also have pretty bad posture. What has worked for you?

first you must drop your body fat while maximumly retaining your muscle...inorder to do this do cardio three times a week with time of 30-45 min. it is best when you do it on empty stomach...lower down you carbs intake and increase it with good source of protein and fiber and healthy fats (olive oil & etc) if you lower your weight that's the time to hit those dumbbells...if you do, do dumbbell curls and hummer in proper execution, pay attention on contracting your muscle...and feel the weight into your bicep...meaning you raise the dumbbell towards your chest hold it steady for 4 seconds and lower it down...syncronize your breathing with pumping of those weights...
