Does anyone know how ChaCha works?

I've been looking on the Internet for ways on making extra cash and came across something called ChaCha but whilst registering and watching the video clip, I couldn't proceed to the next level as it just stopped after that point. They have my details and want to go through the application process again, but have absolutely no idea of what ChaCha works and what you have to do? If you know what this site is and what it is all about, then please let me know as I am eager to get started. Also, is there a fee to join up and how much does it cost?
