Ceo PTC Scam?

I have subscribe to ptc investigations and i have recieve a report that this ptc site is a scam because the owner of hiddenbux and ceoptc is the same. Ceoptc was advertise on hiddenbux and when they click the ad there was no referral url to register so that is so fishy. but i have seen payment proofs so i dont know what to believe.
