skin problem

since two years , my dad has a skin problem . actually he unknowingly gets some rashes on his legs, back . as it happens after someone scratches you. then it stars itching. he is 51 now , what the real problem here , plz help

since two years.. it is not a simple thing to ignore. I would recommend a check of his blood sugar levels also, along with liver function test.. to ensure that the vital parts INSIDE the body are functioning in normal limits, and no abnormality detected.
and, if there is something wrong.. it could be sunburn too. allergy to sun exposure also.
however, these days, it is just not safe to postpone any further. CONTACT a DOCTOR/dermatologist URGENTLY.
